Under Republic Act No. 9189 as amended by Republic Act No. 10590, all citizens of the Philippines or dual Filipino-American citizens, who are not disqualified by law, at least 18 years of age by 12 May 2025 may register as an Overseas Voter and vote for Senators and Party List Representatives in the upcoming 2025 elections.

Overseas Filipino voters in Pakistan, Afghanistan, Kyrgyzstan and Tajikistan will vote online for the 2025 National Elections.

All citizens of the Philippines abroad, who are not otherwise disqualified by law, and at least eighteen (18) years of age on 12 May 2025 may register to vote overseas for Senators and Party-List Representatives during the overseas voting period for the 2025 Philippine National Elections which will start on 13 April 2025 until 12 May 2025.

Disqualifications

1. Any person who has been sentenced by final judgment to suffer imprisonment for not less than one (1) year, such disability not having been removed by plenary pardon or amnesty;
2. Any person who has been adjudged by final judgment by a competent court or tribunal of having committed any crime involving disloyalty to the duly-constituted government, such as, rebellion, insurrection, violation of the firearms laws, or any crime against national security unless restored to his/her full civil and political rights in accordance with law; and
3. Insane or incompetent person as declared by competent authority unless subsequently declared by proper authority that such person is no longer insane or incompetent.

How to Register

Overseas voter registration for the 2025 National Elections ended on 30 September 2024.

To check if you are a registered overseas voter under the Philippine Embassy, please refer to the following documents:

• Certified List of Overseas Voters (as of 06 December 2024) - If your name is on this list, your voter record is ACTIVE under the Philippine Embassy. You must pre-enroll using your email address once pre-enrollment starts on 20 March 2025 before you can vote online for the 2025 National Elections.
• List of Overseas Voters with Incomplete Biometrics Information - If your name is on this list, your record is ACTIVE and you can vote for the 2025 National Elections. However, you need to update your record in the next overseas voter registration.
• List of Overseas Voters whose Registration Records were Deactivated, Transferred, or with Multiple Registration - If your name is on this list, this means your record is now inactive and you cannot vote for the 2025 National Elections. You will need to reactivate your record in the next overseas voter registration.

These lists are only for overseas voters under the jurisdiction of the Philippine Embassy in Washington DC. If you registered during the overseas registration period but do not see your name on this list, please check the Certified List of Overseas Voters of other Embassies/Consulates.
